"The _Market_ has rallied out of these periods"... Which Market? I assume you mean the bond market.

The dividend yields on the chart do not remotely match those on yahoo, perhaps explaining why the listed yields are suspiciously high.

The listed dividends are annual figures not quarterly. Some of these companies have also paid high special dividends recently which is why the payout seems so high. The table is meant to highlight the companies that pay their shareholders the most.
