Robert Shiller (of Irrational Exuberance fame) uses "real price" and "real earnings" to come up with a current P/E of 30 (or 28.5 after this week). On his scale, major market bottoms tend to happen at PEs of about 10.

So does it mean anything? Why are foreign P/E ratios (still) so much lower than in the U.S. even though they're expecting more growth and have recently had stock price surges?
