My question is, why would the NYSE want to remove these collars? What is in it for them to get rid of them?

The NYSE feels that they are losing business (volume) to newer and less restricted exchanges. If you look at the red line in this post:

You will see that for the NYSE listed stocks, the New York Stock Exchange is actually losing their share of volume traded relatively quickly.
